I'm at wits end - urination outside box

I have an 11 year old cat that will not stop peeing outside of litter boxes. There are 2 other cats and a dog. I've talked to my vet.

She's been tested for some common health issues and doesn't have them thankfully.

She seems to gravitate to peeing on soft things. Carpets, dog toys, clothes, rugs

So far, I've done the following:
-Removed carpet on the main level of the house and replaced with hardwood (this worked for a time)
-5 litter boxes for 3 cats and at least one on every level of the house
-created a cat sanctuary room with interactive stuff and beds and hammocks (it got ruined by urine)
-calming diffusers
-daily litter box cleanings
-a daily anxiety pill
-multiple types of litters throughout including one that claims to be the softest
-litter has no scent
-covered and uncovered boxes

Nothing is working. Getting rid of an animal is not really an option, but she's literally ruining my house and costing me a fortune. In a perfect world, I would calla behaviorist, but I can't really afford to do that right now.

Can anyone give me any other ideas? It's literally causing a small problem in my marriage on top of costs and smell.

I'm desperate.

How long has this been going on? Have there been any changes in your household (other than you removing your carpet)?

I really hope you get this figured out soon.

Is kitty declawed?
If not it might be the type of litter you're choosing to use for her.
I wouldn't use crystal based litter for her if she hated it.
Also i wouldn't use something that would smell as soon as she uses it.
It would be the multiple types of litter.
Try the one type of litter for everyone and go clumping clay which is the softest version.
